Mix paste ingredients until well combined, your preschooler will love helping with this step!
Cut paper and tissue into strips, fantastic opportunity for scissor practice and fine motor development.
Blow up balloon and use a bowl to hold it steady.
Dip the newspaper or packing paper strips (tissue paper strips are applied last) in the paste and use your fingers to slide down the strip from top to bottom removing excess paste.
Apply strip to balloon, provide gloves for children that don't enjoy touching the substance.
Repeat this process until the balloon has a total of 4 layers of paper, then add the tissue paper.
Allow to dry completely
Hang to display or fill with goodies for the kids to break open.
